reiserfs: dont use BUG when panicking

Change reiserfs_panic() to use panic() initially instead of BUG().  Using
BUG() ignores the configurable panic behavior, so systems that should be
failing and rebooting are left hanging.  This causes problems in
active/standby HA scenarios.
